Visa Without Reference (VTR)
Overview
If you wish to visit Malaysia for a short period of time, you must obtain a visa prior to entry if you come from a country with a visa requirement for entering Malaysia.

All foreign visitors entering Malaysia through the gazetted entry points will be given social visit pass for social visits including the following purposes:
- Visiting Relatives
- Tourism
- Journalist / Reporter
- Attending Meeting
- Attending Business Discussion
- Inspection of factor
- Auditing Company's Account (Not Applicable for Mumbai)
- Signing Agreement
- Doing survey on investment opportunities/setting up factory
- Attending Seminars
- On goodwill mission for students or sitting for examinations in University
- Taking part in sports competitions
- Other activities not mentioned above but approved by the Director General of Immigration.

Documents Requirements
- Visa Application Form (back to back) filled completely with block capital letters and duly signed by the applicant.
- Original passport -Machine readable (Two copies of bio pages of passport are required for applicant applying in West India).
- Passport should be valid for at least 6 months upon arrival in Malaysia.
- Please ensure three complete blank pages in the passport for the purpose of Visa stamping and approval.
- 2 recent photographs (One loose and one on application form) Photograph specification: 3.5cm X 5cm 60%-70% face appearance in white background. Photographs clearly show from crown to shoulders.
- Confirmed returned air-ticket within 30 days with flight details and E-ticket no.
- If 1st port of entry is Singapore and then Malaysia, Copy of Valid Singapore Visa is required to submit.
- Applicants who have not travelled on Malaysia visa issued before, they must attach a letter stating reason for failing to travel. Failure to do so will risk rejection of visa.

Applicants applying with fresh passport :
- i). Applicants applying in Delhi: Applicants applying with fresh passport (without any travel record, without attaching old passport and have not travelled on old and valid visa ) must submit 3 months recent bank statements (Self or Sponsor’s) with original endorsement from bank branch and support letter from sponsor stating relationship (except for Children under 18 years of age).
- ii) Applicants applying in Mumbai:
- a) All applications must submit recent 1 month updated bank statement with original seal and sign.
- Minimum USD1000 or INR 75,000 bank balance recent on month for individual.
- Minimum INR 100,000 bank balance for primary applicant(family) bearing all expenses for accompanying applicants (Mandatory for all tourist and business applications)
- b) If bank statements are insufficient: Please submit confirm hotel bookings for entire stay in Malaysia (Bookings via Booking.com is not accepted) along with bank statement. Applicant submitting bank passbook photo copy, has to get passbook updated and attested (Original bank seal and sign) from Bank.
Note (i & ii):
- A photocopy of all the supporting documents of primary applicant (Bank statement/covering letter/tickets/invitation letter, etc.) needs to be attached with secondary applicant’s application (in case of sponsoring family members or groups).
- 3 months recent bank statements from outside India can be accepted in photocopies.
- a) All applications must submit recent 1 month updated bank statement with original seal and sign.

Out of Region passports:
- Jurisdiction for applicants applying from Mumbai comprising the states of: Maharashtra, Goa, Gujarat, Madhya Pradesh.
Jurisdiction for applicants applying from South India comprising the states of: Tamil Nadu, Karnataka, Kerala, Andhra Pradesh, Telangana, Pondicherry, Andaman
Please provide any one of the following supporting documents for Jurisdiction where applying:
- Aadhar card (Copy both sides).
- Original Society Letter.
- Marriage Certificate.
- Address proof in Company’s letterhead.
- Bonafide Certificate (For Students).
- Lease/License Agreement.
- Bank statement for last 3 months having address of South India (Applicants applying from Chennai only).
- For Minor (Children under 18 years of age) : If a minor is travelling to Malaysia without parents, then the following documents need to be submitted. NOC from parents/ either of the parents Passport photocopies of parents and the accompanying members.
- Additional Documents for Business Purpose/Meetings/Discussions: Covering letter on original company letter head from employer in India and inviting company in Malaysia. (Covering letter should be stamped and signed by issuing authority for all submission in MVAC, Mumbai).
- Additional Documents for Airlines staff: Original letter of confirmation from Airline on Airlines original letter head mentioning (Name, Designation, Passport details, Family member details if travelling along the Applicant and the eligibility to travel with an open ticket) with original Seal & Sign from the Airline. Applicant has to provide Airline ID card copy along with the application.

Additional Documents for Foreign Nationals:
- a Foreign Nationals except Afghan are required to submit original recent NOC (Within one month) from their respective Embassy.
- b Afghan Nationals are required to submit original VDR approval letter from the Immigration Department of Malaysia.
- c Original Yellow Fever Vaccination Certificate for the Nationals of some countries. Please check with Malaysia Helpdesk before applying for visa.
- d National of some countries cannot stay more than 14 days in Malaysia and must submit returned Air tickets within 14 days. Please check with Malaysia Helpdesk before applying for visa.
- Additional Documents for Identity Certificate Holders: Identity certificate holders are required to submit a letter from the office of Dalai Lama.
- Additional Documents for Religious Practitioners (Monks, Gurus, Priests, etc.): Religious practitioners (Monks, Gurus, Priests, etc.) must submit sponsorship letter from the Sponsor/religious institution in Malaysia with complete applicant details.

Additional Documents for Joining Vessel:
- Seamen: Applicant must submit Original Letter from Indian shipping Company, Original CDC and Invitation letter from Malaysia Company mentioning Joining Port & Name of Vessel.
- Seamen Dependent's: Applicant must submit Original Letter from Indian shipping Company, Invitation letter and valid visa copy of principal applicant.
Photo Specifications
- The photograph must be in colour.
- It should be without border.
- It should have a white background only.
- It should have a close up of your head and top of your shoulders so that your face takes up 60% - 70% of the photograph.
- It should be in sharp focus and clean.
- It should be of high quality with no ink marks and creases.
- The photograph must show you looking directly at the camera with a neutral expression, neither frowning nor smiling, with the mouth closed.
- It should be 3.5 cm X5 cm.
- It should show your skin tone naturally.
- It should have appropriate brightness and contrast.
- The photograph should be a recent one not more than 3 months old.
- It is to be taken without headgear.
- Photograph can be taken with headgear, after consideration on case to case basis if the applicant wears headgear on religious grounds. The main characteristics of the face must be apparent from the photograph. Chin, nose, eyes and eyebrows must not be covered; the forehead should be uncovered to the extent that the shape of the face is apparent.
- It should be without hat/cap.
- It should be with the applicant's hair tucked behind his/her ears.
- The photograph should not have any staple marks.
- Scanned and color photocopies would not be accepted.
